One day in West Ishvara, Amarendra IV was almost assassinated at a banquet. There was no use finding the assassin and the case went cold. Amarendra IV was pretty sure that Isidoro Kalia of Austera was a plausible suspect, but there weren't enough evidence. Amarendra IV thought it was Isidoro Kalia's revenge to what he had done in the past, coercing Isidoro Kalia's royalty, having his wife Lea killed.
As Austera and West Ishvara was fighting over theit territories at the time, it was difficult to remove him just with circumstantial evidences. And furthermore, Isidoro Kalia being an important person in Austera, one of the biggest port cities in Haranya, was not easy in the times when the city was under the spotlight due to Auroran expedition and as the Trade Central. Who actually almost assassinated Amarendra IV was a good hand of Isidoro Kalia who owed big time to Lea. He successfully lost the pursuers and hid into Austera, but due to the fear of his own and whole Austeras destiny after his failure makes him to decide to exile to Nuian Alliance. Isidoro Kalia secretly helps his exile and gets the permission from the Eznan Royals, and as the Eznan Royals makes exile regulations official, Haranyan Alliance follows it too.
