NPC:/contend I've noticed some Magic Circles that you can use the Wind Essence in. They'll focus the essence and lift you right up to the top of the Snake Rock arches.
NPC:/dialogue One of the circles is south of here, toward that gnarled tree. The others are on the other side of the rock arch to the right of the tree.
NPC:/quarrel Once you get on top of the arch, look for an oddly-colored rock. My sources say that's where Alkimi hid his opal.

Activate one of the Magic Circles around the Snake Rock arch in Repentance's Rest, use its power to get to the top of the arch, and mine Alkimi's Opal out from under the Gray Rock.
