NPC:/dialogue First of all, watch your head; this is a construction zone. Second of all, no, you don't have to own land in this region to help.
NPC:/request You do, however, need a work permit.
NPC:/dialogue I can get you one, or you can visit the Market Director... If you can stand her. Just be sure to get a blank permit first from your guild store.
NPC:/dialogue Once you're permitted, you can craft at the Territory Workbench. It won't always be available, so take advantage while you can.

Craft Construction Materials at a territory's Construction Workbench. To work in a chosen territory, you must receive a Territory Work Permit from the local Market Director or Building Manager.
If you have become a member of a territory after receiving but not completing this quest, you can complete it by ordering materials from the workbench or taking out the completed materials.
