You'll need to add 3 Blue Salt Wedges to the Patterned Shell Fragments to complete the item. A Blue Salt Wedge can be purchased from a General Merchant.

Obtain Patterned Shell Fragments from Giant Red-Shelled Crabs or Red Crayfishs.

Craft armor at a Worn Armor Form. These can be found in the City of Towers and Poacher's Watch.
