You'll need to add 3 Blue Salt Wedges to the Pointy Horns to complete the item. A Blue Salt Wedge can be purchased from a General Merchant.

Obtain Pointy Horns from beasts such as Vicious Water Buffalo, Elephants, Young Elephants, or from the Wild Fangs Poachers.

Craft armor at a Worn Armor Form. These can be found in the City of Towers and Poacher's Watch.
