You will need three Blue Salt Wedges to craft the desired item. They can be purchased from a General Merchant.

Kill Blackbeard Thieves Thugs, Hunters, and Swindlers in northern Dewstone to collect their Armbands.

The Armbands can be crafted into armor using the Worn Armor Forms found in Royster's Camp and Sandcloud.
