NPC:/refuse Market Merchants buy Territory Product from all the visitors who come to work on the farms, and use them to make Territory Goods for the local ruling guild.

NPC:/dialogue The ruling guild has to be sure to move the Territory Goods once we make them, though, otherwise we run out of space. And then we can't purchase any more product from all you lovely people!
