NPC:/sigh We've been searching for the cause of all these Drowned Corpses, and I think we've finally found it: the Cultists have summoned Dahuta's Envoys, which dredge dead bodies from the murky pools and raise them as undead.

NPC:/dialogue If you can kill one of those Envoys, it will strike a blow at the Dahuta Cultists while preventing the rise of more undead. It's just the kind of edge we need to turn the tide in this area.
